In contemporary Japan, where social problems are piling up, such as the development of a political economy based on neoliberalism, the widening disparities in Japanese society and the worsening of child poverty, and the emergence of academic achievement gaps, traditional communities such as the home, workplace, and village community are becoming unstable and the public sphere is declining as socioeconomic disparities widen. Under these harsh conditions, how can fair school education that can overcome the academic achievement gap be realized? This book clarifies the reality of the culture of "effective schools" by analyzing the analysis and characteristics of "effective schools" that have continuity, analyzing the internal organizational structure of schools and the structure of cooperation with external organizations, and clarifying the professional socialization process of the teacher groups in "effective schools. Through 10 years of observation at an elementary school where the unique educational philosophy of "leaving no one behind" has been inherited, such as the creation of opportunities for dialogue through play and group activities, group building to build peer relationships, and generous learning support through a systematic academic achievement guarantee curriculum, we will examine the relationship with the local community, identity among teachers, and the dilemma of the teachers. The report describes in detail the process of cooperation with the local community, the transmission of identity among teachers, and the dilemmas faced by the teachers and their overcoming them. The paper also clarifies the necessity and importance of creating an educational community in order to realize educational security for all children living today, and to materialize a school education system in which all public school education incorporates the unique historical background of the local community into its educational practices and can fully demonstrate its inherent strengths of regionalism, equality, and diversity.
