Junko Mashima (Editor) Why can't they speak Japanese? --The problem of language is decisive in problems surrounding technical intern trainees, such as disappearances, illnesses, and suicides. What kind of Japanese language education is necessary for technical intern trainees, who now outnumber foreign students? How should we who accept them deal with them? This report will highlight the realities and challenges of a system that is not working. First, we will examine the current state of the technical internship system* and technical intern trainees, along with the history of the acceptance of foreign workers to date, and clarify what kind of system* and education they come to Japan under in each sending country. The paper then looks at the Japanese-language education and workplace communication provided at the receiving institutions, and looks at how future exchanges should be conducted. In addition, we will review the foreign worker acceptance systems of Taiwan and South Korea as leading examples and their challenges, and consider how to cope with the declining birthrate and aging population. As a special supplement, the results of an oral assessment of the Japanese language skills of technical intern trainees are included, and specific problems and demands related to Japanese language skills are discussed.
