The figure of nine horses running at full gallop is written in the Japanese syllabary, "Ma Ku Gyo Dori" or "Ma Ku Gyo Kyuu", which means "Everything goes well (Ma Ku)".
During the Edo period (1603-1867), a merchant family dedicated to the Nine Horsemen became very prosperous, which triggered a boom.
The nine horses became very popular and have remained so to this day.
