ヨ8000形車掌車は国鉄によって1974年（昭和49年）から1979年（昭和54年）までに、1，170両が製造された車掌車です。
国鉄の2軸車掌車では初めて便所が設置されるなど、従来の車掌車から大きく進化した車両でした。
現在はごく限られた用途の為に少数の車両が残されています。
最小走行半径はR95と大変コンパクトです。
