Why is decentralization reform not progressing? Theory and data reveal the state of local governments.
Despite the change to an "equal*cooperative" relationship between the national government and local governments through the special ordinance-based administrative procedures enacted as part of the decentralization reform, the transfer of authority to municipalities varies greatly depending on the region and its policies. Through data analysis, this book elucidates the influence of the governor's vote share and partisanship, the ruling party's power and factional composition in local assemblies, and the fiscal situation of prefectures on the progress of the transfer of authority. By deriving hypotheses from observational data covering all prefectures using game theory, analyzing factors using quantitative analysis, and examining the effects of variables through case studies, this book sheds new light on public administration by objectively comparing differences among local governments.
